In a blender or food processor combine strawberries, rhubarb, sugar, and the water. Cover and blend or process until smooth.
Pour mixture into a 3-qt. rectangular baking dish. Stir in wine and pepper. Cover and freeze at least 5 hours or until firm, stirring once halfway through. To serve, scrape surface of frozen mixture.
