In small bowl, combine bouillon granules, dried onion, Italian seasoning, black pepper, and garlic powder. Divide mix equally among three small plastic bags; seal.
For soup mix:
Layer ingredients in the following order, dividing them equally among three cellophane bags; tortellini, bay leaves, dried tomato, and dried mixed vegetables. Place a bag of seasoning mix in each cellophane bag. Seal; store in cool, dry place for up to 3 months
To make soup:
In large saucepan, bring 6 cups water to boiling. Add soup mix and seasoning mix from bag. Return to boiling; reduce heat. Cover and simmer about 15 minutes or until tortellini and vegetables are tender. Discard bay leaf. If desired, sprinkle each serving with finely shredded Parmesan cheese and/or garnish with fresh herb sprigs. Makes 4 servings per gift.
