Fix this soup with beef and dumplings or without. Top off the chili with cheese, sour cream, or extra hot sauce.
In a 3-quart saucepan cook ground beef, onion, sweet pepper, and carrot until meat is brown. Drain fat. Stir in remaining ingredients. Bring to boiling; reduce heat. Cover; simmer for 20 minutes.
Season to taste with salt and pepper. Ladle into bowls and top with cheese and basil, if desired. Makes 4 main-dish servings.
