In a small saucepan combine sugar, honey, butter, lemon peel, lemon juice, and ground cinnamon. Cook and stir over medium heat until mixture is bubbly. Cook for 1 minute more, stirring constantly. Carefully pour some of the mixture over walnuts in each phyllo shell (shell will be full). Top filling in each phyllo shell with 1/2 teaspoon additional chopped toasted walnuts. Let stand until set.
