In a 12-inch skillet cook sausage and garlic over medium-high heat 6 to 7 minutes or until sausage is browned. Stir in tomatoes. Cook 10 to 12 minutes more or until tomatoes begin to break down, stirring frequently. Stir in the water and tomato paste.
Bring to boiling; reduce heat. Simmer, uncovered, 3 minutes or until slightly thickened. Stir in basil, oil, honey, salt, and pepper; heat through. Serve sauce over pasta and sprinkle with cheese (if desired) and additional basil.
