In a small saucepan combine the sugar, water, and 1 tablespoon peppercorns. Cook and stir over medium heat until sugar dissolves and mixture just simmers. Remove from heat; cool. Transfer to a small bowl; chill thoroughly. Strain, reserving peppercorns.
For each drink, combine grapefruit juice, vodka, and 1 tablespoon of the syrup in a cocktail glass. Add champagne and garnish with pink peppercorns.
