In a medium mixing bowl stir together flour, baking powder, and salt.
In a small mixing bowl beat together melted butter, egg, water, and the 3 tablespoons sugar. Stir into dry ingredients until mixture forms a ball. Turn out onto a lightly floured surface. Knead gently 10 times. Divide dough into 10 portions.
Prepare Berry Filling. Roll each portion to form a 6-inch circle. Divide filling evenly onto each circle. Moisten edges. Fold circles in half. Seal edges with the tines of a fork.
Place on ungreased cookie sheet. Prick tops two or three times with a fork to allow steam to escape. Brush with milk and sprinkle with coarse sugar. Bake in a 375° oven for 18 to 20 minutes or until golden. Cool on a wire rack.
If desired, drizzle with Powdered Sugar Icing.
