In a medium saucepan, bring 4 cups water to a boil. For frozen peas cover and simmer for 10 to 12 minutes. For fresh peas cover and simmer for 4 minutes. Drain and cool.
In a food processor combine peas, Parmesan, olive oil, garlic, mint, salt and pepper. Process to desired consistency. Top with mint and crushed red pepper, if desired. Serve with fresh spring vegetables or smeared on toasted baguette slices.
