Add spinach and garlic; cook until heated through. Season to taste with salt and pepper. Remove spinach mixture from skillet; keep warm. Return skillet to heat; add salsa and increase heat to medium-high. Break an egg into a small bowl and gently add to the simmering salsa; repeat with the remaining 7 eggs. Gently simmer, covered, until egg whites are set and yolks are desired doneness (about 3 minutes for runny yolks and about 5 minutes for hard yolks). To serve, divide the spinach mixture among four serving plates or shallow bowls, forming a spinach nest on each plate or bowl. Spoon two of the eggs and 1/4 of the salsa into each nest. If desired, sprinkle with additional pepper.
