In a 3-quart microwave-safe dish combine green beans and the water. Microwave, covered, on 100 percent power (high) about 5 minutes or until tender, stirring once halfway through cooking; drain. Rinse with cold water; drain again. Transfer to a serving dish.
Add celery, green onions, parsley, oil, and lime juice; toss gently to combine. Cover and let stand at room temperature for up to 30 minutes.
Before serving, season to taste with salt and pepper. If desired, serve with lime wedges.
