Place chops in a plastic bag set in a shallow dish. For marinade, in a small bowl combine green onions, lime juice, soy sauce, ginger, brown sugar, jalapeno pepper, and garlic. Pour marinade over chops; seal bag. Marinate in the refrigerator for 2 to 4 hours, turning bag occasionally. Drain chops, discarding marinade.
Preheat broiler. Place chops on the unheated rack of a broiler pan. Broil 3 to 4 inches from the heat for 10 to 12 minutes for medium (160 degrees F), turning meat over after half of the broiling time.
