Beat with a mixer on medium to high until stiff peaks form. Add mascarpone; beat until combined. In a medium bowl combine the remaining 1/4 cup powdered sugar, the cocoa powder, and 3 Tbsp. of the milk. Whisk to combine and moisten all ingredients. Add the remaining 1 1/4 cups milk and stir. Soak 14 of the ladyfingers, one at a time, 4 to 5 seconds in the chocolate milk. (Be careful not to soak for too long or they will break apart.) Arrange ladyfingers in an even layer in the bottom of a 2-qt. baking dish. Spoon half of the whipped cream mixture on top of the ladyfingers, spreading evenly. Soak remaining 14 ladyfingers in chocolate milk as directed and arrange on top of the cream layer. Spread remaining whipped cream evenly over top. Dust with cocoa powder.
