Place steaks in a large resealable plastic bag set in a shallow dish. For marinade, in a medium bowl stir together oil, orange peel, orange juice, onion, lime peel, lime juice, lemon peel, lemon juice, garlic, oregano, cumin, salt, and pepper. Set aside 1/2 cup of the marinade until ready to serve. Pour the remaining marinade over steaks in bag; seal bag. Turn to coat steaks. Marinate in the refrigerator for 1 to 2 hours, turning bag occasionally. Drain steaks, discarding marinade. For a charcoal grill, grill steaks on the rack of an uncovered grill directly over medium coals to desired doneness, turning once halfway through grilling. Allow 7 to 9 minutes for medium rare (145°F) or 10 to 12 minutes for medium (160°F). (For a gas grill, preheat grill. Reduce heat to medium. Place steaks on grill rack over heat. Cover; grill as directed.) Before serving, drizzle steaks with the reserved 1/2 cup marinade. *Tip: To get enough citrus peel and juice for the marinade, use two oranges, two limes, and one lemon.
