Ask an adult to make five 3-ounce packages of berry blue gelatin. Place three strips of fruit leather, cut to fit, on the bottom of a 9x13-inch glass baking dish. Pour the cooked gelatin into the dish.
Slide Life Savers candies onto a string of licorice. Just before the gelatin is firm, lay them on top of it.
Join sugar wafers with frosting. Glue them to the dish with frosting.
Cut out the centers from gumdrop rounds. Just before serving, put the inner tubes on top of the gelatin.
