  • Carefully score around a chocolate cookie cone about 1-1/2 inches below the tip until the tip is cut away. Cut a strip of white taffy for the hatband. Press it in place, or glue it on with canned frosting. Flatten a yellow gumdrop, and shape it into a square. Cut and press a small square of white taffy into the gumdrop buckle. Attach the buckle to the hatband with frosting. Fill the cone with chocolate ice cream, if you like. Then set the cone on a chocolate cookie. Makes 1 hat.
