In a medium bowl beat the 1/2 cup of the butter and 1/3 cup of the mascarpone with a mixer on medium until combined. Stir in flour. If necessary, knead by hand until smooth. Shape dough into 24 balls. Press balls into bottoms and up sides of 24 ungreased 1 3/4-inch muffin cups. Bake 12 to 15 minutes or until golden. If necessary, use the rounded side of a teaspoon to press centers of crusts down. Cool in pan 5 minutes. Remove; cool on a wire rack. For filling, in a medium bowl beat the remaining 3 Tbsp. butter and 1/3 cup mascarpone with a mixer on medium until smooth. Beat in cream until combined. Beat in powdered sugar until fluffy, scraping bowl as needed. Fill cooled tarts with mascarpone mixture. Cover and chill 2 to 24 hours or until set. For topping, up to 2 hours before serving, in a small bowl combine granulated sugar, coffee powder, and the warm water. Beat with a mixer on medium or whisk vigorously about 2 minutes or until light and fluffy. Spoon or pipe topping on tarts. If desired, sift cocoa powder over tarts. Chill up to 2 hours with topping. To Store Place unfilled tarts in an airtight container; cover. Store in the refrigerator up to 3 days or freeze up to 3 months. Fill and top tarts as directed in Steps 2 and 3.
