Frost cupcakes with frosting. Unwrap and peel open fruit leather. Cut sheets into 1-inch-wide strips. Coat each strip with granulated sugar. To make each rose, loosely coil a strip, pinching coil together at the bottom and allowing top edge to remain loose. Gently turn down some of the top edge to open up the rose. Pinch the bottom of the rose together to make a point. Arrange a rose on each cupcake.
