Add garlic; cook 2 minutes more. Stir in the next six ingredients (through paprika). Bring to boiling over medium-high heat. Reduce heat. Simmer, covered, 12 to 15 minutes or until pasta is tender, stirring frequently. Stir in the peas and cream. Cook and stir over medium-high heat until heated through, about 3 minutes. Remove from heat; stir in Parmesan cheese and basil. Let stand, covered, 5 minutes. Top servings with additional basil, Parmesan, and, if desired, crushed red pepper.
