  • In a large saucepan combine broth, rice, garlic, and, if desired, chile pepper. Bring to boiling; reduce heat. Simmer, covered, for 40 to 45 minutes or until rice is tender and liquid is absorbed. Remove from heat. Let stand, covered, for 5 minutes. Stir in cilantro and green onion tops; sprinkle with lime peel.
