Line a baking sheet with parchment paper. Set aside. Wrap the handles of 2 wooden spoons with nonstick foil. Set spoons over 13x9-inch baking pan so that the handles hover over the center. Set aside.
In a small saucepan combine the first three ingredients. Cook over medium heat until sugar dissolves. Remove from heat.
In a medium bowl combine the remaining two ingredients. Add the sugar mixture to the flour mixture and mix thoroughly.
Spoon 1 tablespoon of batter onto prepared cookie sheet. Repeat to make 2 cookies per batch. The cookies will spread so make sure to give them plenty of room. Bake for 6 to 8 minutes or until cookies are crisp. Carefully remove cookies and place over prepared wooden spoons so the sides drape and form the "taco" shape. Repeat with remaining batter. Once cookies have cooled, transfer to a tray. Fill cookies with desired fruit and top with sweetened whipped cream.
