Butter a 13x9-inch baking pan. In a medium saucepan melt butter over medium. Whisk in cocoa and pumpkin pie spice. Add the root beer. Whisk sour cream, eggs, and vanilla into root beer mixture. In a large bowl whisk together flour, sugar, baking powder, and salt. Make a well in center of flour mixture. Stir root beer mixture into flour mixture until just combined. Spread evenly into prepared pan. Bake 30 to 35 minutes or until a toothpick comes out clean. Cool in pan on a wire rack. Dust with powdered sugar.
