Thaw fish, if frozen. Rinse fish; pat dry with paper towels. Cut fish into 1/2-inch pieces.
In a medium bowl combine lime juice, green onion, orange peel, chile pepper, honey, and salt. Gently stir in fish. Cover and chill for 4 to 5 hours or until fish is opaque, stirring gently once or twice.
Just before serving, drain fish. Stir in avocado, tomato, and cilantro. Serve in small bowls. Garnish with lime wedges.
