Line an 8-inch square baking pan with foil, extending foil over edges. Grease foil. In a small bowl combine flour, baking soda, and salt. In a large bowl beat butter, both sugars, and vanilla with a mixer on high until smooth. Add cashew butter, egg, and milk. Beat on medium until smooth, scraping bowl as needed. Gradually add flour mixture, mixing just until incorporated and a dough forms. Stir in cashews. Pat dough evenly in the prepared pan. Bake 22 to 24 minutes or until a toothpick inserted in the center comes out clean. Immediately press Kisses in rows on top of bars, spacing evenly. Cool in pan on a wire rack. Use foil to lift out uncut bars. Cut into bars.
