For rub, in a small bowl combine brown sugar, garlic powder, onion powder, oregano, thyme, paprika, cayenne pepper, salt, lemon peel, and black pepper. Sprinkle spice mixture evenly over ham; rub in with your fingers. Place ham on a rack in a shallow roasting pan. Insert an oven-going meat thermometer into center of ham. The thermometer should not touch bone. Place roasting pan on oven rack. Pour enough water into the roasting pan to reach 1/2 inch up sides of pan. Cover with foil; bake for 1 hour. Remove foil. Bake for 30 minutes to 1-1/4 hours more or until thermometer registers 140°F. If desired, serve ham with maple syrup. Tips No dried lemon peel? Use 4 teaspoons finely shredded lemon peel instead.
