Add water to saucepan to just below the basket. Bring to boiling. Steam, covered, for 8 to 10 minutes or until very tender. Remove from heat; cool completely. Transfer apple mixture to a blender. Add sherbet, yogurt, and honey. Cover and blend until smooth, stopping to scrape down sides as needed. Add ice cubes; cover and blend until smooth.* Pour mixture into an ice cube tray and freeze overnight until firm. Transfer smoothie cubes to a 1-gallon freezer bag; seal and freeze for up to 6 months. To serve, in a blender combine 6 smoothie cubes and 3 tablespoons milk per serving.
