Preheat oven to 325 degree F. Line a 15x10x1-inch baking pan with foil; coat foil with cooking spray and set aside.
In a large skillet combine sugar, water, garlic salt, paprika, black pepper, and cayenne pepper. Bring to boiling over medium heat; boil gently, uncovered, for 2 minutes. Stir in pecan halves until well-coated.
Spread nuts on the foil-lined pan. Bake in preheated oven for 15 to 20 minutes or until browned, stirring occasionally. Cool; break apart large clusters. Store in an airtight container at room temperature up to 1 week. Makes 3 cups.
