These cupcakes are easier to make than they look! Purchase or make royal icing eyeballs (edible eyeball decorations are available at hobby stores and in the baking aisle of some grocery stores). Pipe black eyelashes onto waxed paper to create the eyelashes. Stick an eyeball and the eyelashes onto a green macaroon cookie. Use a lollipop stick to attach the cookie to a cupcake that's been piped with a multiopening tip.
