Cut a 32-inch-long piece of crepe paper; fold in half. Keep folding the piece in half until it measures 4 inches long. Cut strip in half lengthwise. Fringe-cut along one side of each folded strip; unfold. Repeat steps 3 and 4 with different colors of crepe paper.
