How to Make Homemade Tortillas. Mix 2 cups masa harina (corn tortilla flour) with about 1 1/4 cups water. Add just enough water until dough is texture of Play-Doh. Cover and let rest 15 minutes. Divide dough into 12 portions; roll each to the size of a golf ball. Shape and cook one tortilla at a time so it doesn't dry out. Flatten ball into a disk. Place between 2 pieces of plastic wrap. Use a tortilla press or rolling pin to flatten to a 6-inch circle. Use the plastic wrap to wove the tortilla to your fingers; peel away plastic wrap. Pat the tortilla back and forth between your hands until it becomes less sticky. Then gently lay it on a medium-hot ungreased griddle or skillet. Make the first flip when steam appears. Turn again once it starts to brown. You'll flip it 3 or 4 times. On the third flip, the tortillas should start to puff up (OK if it doesn't).
