" There are a variety of ways to get the most flavor from dried herbs and spices. Crushing herbs and spices releases oils and flavor. If it's something relatively flat, such as rosemary, that can be chopped, moisten with a little oil before chopping with a knife so pieces stay put. If it is something more substantial, such as peppercorns, then use a mortar and pestle, coffee grinder, or menu processor. Also, fennel or sesame seeds and the like can be put in a plastic bag sealed securely and crushed with a rolling pen or bottom of a heavy skillet."
