1. In a 5- to 6-quart Dutch oven, cook ground beef, onions, the 1/2 cup sweet pepper, and the garlic until meat is brown and onion is tender. Drain off fat.
2. Stir in the water, the beans, undrained tomatoes and green chile peppers, tomato paste, mustard, salt, chili powder, black pepper, cayenne pepper, and cumin. Bring to boiling; reduce heat. Cover and simmer for 30 minutes, stirring occasionally. If desired, garnish individual servings with sweet pepper strips.
