I love these, are they able to go up and down for privacy? and where are the instructions on how to make them? Thanks
 

I created this no-sew roman shade from leftover vinyl wallpaper, which was an inexpensive way to cover my plantation blinds when they're pulled up & open. Simple to make, took less than 20 min.s, and was able to give old scrap wallpaper new life.
