A New Year's table is dressed to the nines for the magic hour of 12 o'clock. Elegant party hats and gold Moravian stars take center stage on a table sprinkled with shiny star-shape confetti. For an ethereal look, place an optional layer of white tulle over the tablecloth (it also keeps the confetti from shifting).
For the place cards, silver mesh is gathered into a bag that holds more confetti. A ribbon ties the bag closed and has both the night's greeting and the guest's name attached. For a final touch of elegance, each place setting is surrounded by a narrow white feather boa. Tuck the boas under the rim of the dinner plate so the fluffy stuff won't get in the way of dining and toasting.
Purchase plain inexpensive cone-shape party hats. Disassemble the hats so they lie flat. Spray the right side of the hats and the wrong side of decorative papers with spray adhesive, then press them together. Trim the paper to fit the hat. Reassemble the hats and secure them on the inside with tape. Using the hats shown for inspiration, hot-glue trims such as tulle, pleated ribbon, upholstery fringe, wire-edged ribbon, chenille stems, tassels, and millinery trims to the hats.
