When should I start preparing my garden bed for planting?

I Live in East Windsor,CT Is it too early to prepare my garden bed for planting?I have an established bed with a few flowering shrubs and mums that I would like to add a few easy perennials and annuals to.This is my first attempt at planting a garden.

Hi, If your soil is still slightly moist, but not muddy,  you can plant now. Basically, if you take a fistfull of soil and it crumbles instead of turning into a mud ball then your soil is ready to go. Just keep in mind that it's too early in your area to plant most annuals. You need to wait until frost danger is over in your location before setting them in the garden. But, for most perennials, you can plant now.
