A tall and skinny perennial for clay soil.
I am looking for a perennial with a red or orange flower or red foilage, 2 1/2 to 3' tall but not too wide (12-18"), on the xeric side, zone 5, clay soil, full sun to afternoon sun. A shrub or evergreen would be fine to if it fit the dimensions. Any ideas?

There are a number of possibilities for you. Daylilies can be kept to a narrow clump and many varieties have red or orange flowers. Torch lily (Kniphofia), penstemons (beardtongues), and taller varieties of blanketflower (gaillardia) are also possibilities.
