Thanks for writing. How long have you had your baptisia? If it's just a year or two old, it may still be putting energy into getting its roots established. If this is the case, it should start blooming well in a year or two.
How deeply is it planted? Many perennials will not bloom very well if they're too deep in the ground.
Do you fertilize it? If so, or it's in overly rich soil, it could be putting its energy toward leafy growth at the expense of blooms. This plant thrives in tough spots, so by giving it too much love, you could actually be keeping it from blooming.
