We purchased a new home last fall. The builder put in a new lawn covering it with straw. Should we rake the straw off this spring allowing new growth or allow it to decompose?

Typically the amount of straw used as mulch on a newly seeded lawn is small enough that the grass will sprout right through it. If the grass has already started to sprout, don't try to remove the mulch, because you'll likely pull up some of the grass with it. The straw should decompose and add organic matter to the soil.
