Have you had a soil test done to see what the soil may be lacking in the way of fertility? That's the surest way to apply the right mix of fertilizer for the needs of the grass. The soil test should also tell you whether the soil is lacking in organic matter. If the soil is extremely compacted or poor, it will be difficult to grow good grass regardless of how much water and fertilizer you apply. It may be most helpful to add organic matter.
