tulips not growing
Last fall i bought 10 each of several different tulips. I planted 5 in a rock garden and 5 along the fence line. all the ones in the rock garden came up only about 15 out of 60 came up along the fence line. what could I have done wrong. 4-6" deep rock, bone meal, soil, bulb and more soil. I dug some of them up and they were there just did not grow. I do have clay soil which I mixed with a bit of sand before covering them the final time. can you help me find out so this won't happen again.

Nothing that you did affected the growth of tulips. (Although, it's usually not a good idea to add sand to clay. Doing so can make adobe bricks! It's better to amend the soil with compost or organic matter to improve drainage.) Had the bulbs dried out or gotten overheated before planting? These conditions could have prevented them from sprouting.
