What would cause a flowering pear tree to not leaf out? It has a few leaves. We did have a late frost, but my other flowering pear tree is doing fine.

If the entire tree is affected uniformly, it's likely that the problem is on the main trunk or in the root system. For example, if voles girdled the main stem, or if the main stem was damaged by winter injury/sunscald, the tree may not be able to transport nutrients to the top of the tree.
