what is causing the new growth on our queen palm trees to be brown and dried up as they open?

I suspect that your queen palm has been affected by Fusarium decline. This is a relatively new disease of queen palms and  is usually lethal. If it is Fusarium decline, the tree should be removed. To get a positive diagnosis you may wish to take a sample to your local cooperative extension office.
