Yellowing leaves and powder looking substance on leaves
I have planted alot of annual throught the years, but this year, the leaves on the plants are turning yellow and they is a white powdery looking substance on leaves. The plants don't seem to want to bloom this year. I used Mircle potting soil (minimal amount) mixed in garden areas along with peat. I have also used miracle grow liquid fertilizer on gardens 2 X's since the middle of April. I have however watered quite a bit since it has been dry and in the 80's and 90's this year.

It sounds like powdery mildew, which affects some plants more than others. It usually occurs in hot, humid conditions, especially when there is poor air circulation (for instance, crowded plants). You can spray with a fungicide, but a better bet is to use cultivars that are less susceptible to powdery mildew. Also, space your plants to that air can circulate in the beds.
