Best fertilizer for flowers
What combination of chemicals should I look for, for most blooms? Is it best that the middle number be high or low; e.g., 8, 16, 8 versus 10,10,10?

Either formulation, 8-16-8 or 10-10-10 should work for flowering plants. The critical point is that the first number (nitrogen) should be no larger than the others.
