Is your mock orange shrub growing well otherwise? It may just be a maturity factor. If the plant was quite small when planted, it may take a few years for it to reach blooming size. If it is growing quite strongly, it may also be getting excess nitrogen fertilizer, especially if it is in the middle of a lawn. Make sure that any fertilizer you use for the plant has as much phosphorus and potassium as nitrogen.
