Low-growing annuals with sturdy leaves will tolerate windy conditions pretty well. Keep the containers well watered to counteract the drying effects of the wind. Try some of these: dwarf dianthus and sweet william, osteospermum, gazania, dwarf marigold, dwarf annual rudbeckia such as 'Becky', sweet alyssum, dwarf babay's breath, portulaca, sanvitalia also known as creeping zinnia, Dahlberg daisy, creeping verbena, dwarf zinnia such as 'Thumbelina'. Also try some sun-loving herbs and silver-leaved annuals, such as creeping thyme or Senecio 'Silver Dust'. For height, grow supple annual grasses that will move with the wind, such as quaking grass (Briza), hare's tail (Lagurus), or Purple Majesty pennisetum.
