Roses look especially nice when you plant shorter companions to help disguise their 'legs'. You have a lot of options in your Zone. Dianthus, and a clumping variety of Nepeta such as 'Walker's Low' would be lovely. You could also plant some spring-blooming bulbs this fall, such as daffodils, to bring some color to the bed early in the season. Later, the dianthus and nepeta foliage would help hide the fading daffodil foliage.
