Thanks for writing. You certainly can -- using cedar chips as mulch will help stop weeds from growing as much and keep your soil moist longer during dry periods.
The one thing is that over time, the cedar chips will start to decompose and as they do, they absorb nutrients from the soil. So you might want to fertilize once or twice a year in spring to help stop the cedar from stealing too many nutrients from your plants.
