Am guessing you have Japanese beetles. Best method is to spray an insecticide -- can be natural or synthetic -- on the plants that the beetles preferentially attack. I like pyrethrins for this. Because the beetles can fly so well, you will get them in your yard, even if they are under control on your own property. Traps may be somewhat effective too, if you place them well away from the plants you're trying to protect. But a bit of selective spraying, just on the plants they beetles effectively like,  can do wonders. Also, grub controls can reduce the populations in your immediate area, since Japanese beetles feed underground on lawns when they are in the grub stage.
