For vegetable and herb gardening, do you have to start new seeds for them each year?

I am trying to determine which vegetables and herbs need to be planted new each year. Do I need to start from seeds for all or are some annual and will return on their own? Is there a general rule or is each plant different? Thank you!

Many herbs are perennial (assuming they are winter hardy where you live). Sage, rosemary, thyme, etc.  But not all. Basil, for example, is annual and must be replanted by seed or with starts. That is true of nearly all veggies, such as beans, tomatoes, peppers, squash. Two exceptions are rhubarb and asapargus, which return every year.
