yellowing basil

I usually have success growing basil, but this year my basil is slow to grow and the leaves are yellowing. Is this too much water? Too little water? Should I start new plants?

Yellow leaves are a general indicator of many different problems, but with basil, it usually means that the weather and soil has not been warm enough. These plants need very warm soil and hot temps to grow well and most parts of the country have had a wet, cold spring. Eventually as the temps warm, your plants should be fine."
